CSS Workforce NY (CSSWFNY) is a not-for profit organization overseen by a Board of Directors with representatives from both the private and public sectors. Our workforce development organization dedicated to assisting individuals with greater employment opportunities, and therefore providing businesses with an adequate labor pool. We are committed to assisting individuals within our community as they search for career opportunities, continue their education or begin vocational training. Our services are available to businesses and job seekers of all ages. We offer a variety of programs including workshops, resume building and training opportunities.
Our Youth Services Navigators are committed to serving the needs of our Emerging Workforce between the ages of 16-24.

HISTORY
In 1982-83, the federally mandated Job Training
Partnership Act (JTPA) was signed into law. With
an emphasis on training, the JTPA monies were
overseen locally by the Private Industry Council
(PIC). When the JTPA funding was replaced by the
Workforce Investment Act of 1998, PIC evolved
into the CSS Workforce New York System. Our
mission now encompasses the entire system of
workforce development efforts including career
exploration, job-employee matching tools, training,
human resource consulting, etc. In partnership
with service providers, educators, employers, and
others in the workforce development system, we
administer the funds now available through the Workforce Investment Act of 1998.
Thanks to funding from the federal Workforce Investment Act (WIA) of 1998, all of the services offered under the
Workforce New York umbrella by our organization and our partners are offered on a no-fee basis both to employers
and job seekers. As you can see we have a long history of economic development. Today, we continue to envision
a Workforce New York system that responds to business needs for qualified workers based on the skills required for
economic competitiveness.

Director’s Message
Daniel Porter speaks on the Workforce Developments response to COVID-19 in this Whistlepost Podcast. Click on the link to listen to his inspiring message!
Daniel Porter has been named the
Executive Director of Chemung Schuyler
Steuben Workforce New York (CSS Workforce)
by its governing Board of Directors. Mr. Porter
will assume his duties effective August 15, 2016.
“The Board felt that Mr. Porter’s unique and
varied background will provide the type of
leadership and direction that CSS Workforce
needs to fully realize the potential available
to Workforce Development Boards under the
Workforce Innovation and Opportunity Act.”
Nancy Kirby, Chairperson of the CSS Workforce
Board shared. “He has broad experience in
public sector workforce development both from
his time with CSS Workforce previously and his
leadership at another Southern Tier Workforce
Development Board to the west of us. His
non-profit experience also includes two other
key workforce related areas - literacy and child
care. Understanding how literacy and work/life
challenges impact and intertwine with workforce
development gives him a depth of knowledge
crucial to successfully helping the residents
of CSS Workforce succeed and grow in their
careers.”
Mr. Porter comes most recently from the
contingent staffing sector where he was
focused on full life-cycle recruiting in the transit
manufacturing sector in the Southern Tier of
New York and across North America. Prior to his
time in the staffing industry he served notably
as Executive Director of the CSS Workforce New
York from 2006 to 2013.
Additional highlights of his career include
serving as the Executive Director of the
Cattaraugus-Allegany Workforce Investment
Board, Executive Director of the Literacy
Volunteers of Allegany County, and Resource
Services Director of the Western New York Child
Care Council. A graduate of Alfred University,
he and his family will reside in Hornell, NY.
“I am so happy to be able to bring my private
sector learning and experience over the past
three years back to CSS Workforce New York.
My time in the hyper-competitive contingent
staffing field will give me an added dimension
when working with our Partners to design
strategies and implement programming to
successfully position our region in the globally
competitive talent marketplace,” Mr. Porter is
quoted as saying. “The challenges we face
as a region require collaborative, supportive
partnerships-Elected Officials at the local,
State and Federal levels, the full continuum
of education providers, Department of Labor,
Economic Development Agencies, Organized
Labor, Community Action Agencies, Youth
Organizations, Libraries, Organizations serving
those among us who may be experiencing
particularly challenging barriers to employment,
and indeed the broad range of non-profit
agencies who support so many of us to meet
our daily needs; this will be a total team effort.
We live in one of the most beautiful areas of the
globe, and have a talent pool that can complete
with anyone in the world, now, it is time to forge
ahead.”
