The Chemung Schuyler Steuben Workforce Development Board (CSS WDB) is officially soliciting competitive proposals from qualified organizations to operate federally funded Workforce Innovation and Opportunity Act (WIOA) Title I Youth Services.
This procurement seeks an innovative, highly integrated program operator to establish and coordinate a comprehensive service network designed to address the academic, occupational, and personal development needs of highly disadvantaged, Out-of-School Youth (OSY) ages 16–24 across Chemung, Schuyler, and Steuben counties.
Core Program Parameters & Local Priorities:
The selected program operator will be expected to design and implement a county-wide youth program that aligns with federal regulations and local Board mandates:
- 100% Out-of-School Youth (OSY) Target: 100% of all new enrollees under this contract must meet federal OSY eligibility
- Caseload Expectation: Bidders must demonstrate the capability to maintain an active, year-round caseload of at least 45 active participants (excluding those in follow-up status).
- Work Experience (WEX) Priority: Bidders must guarantee that a minimum of 30% of total contract expenditures are dedicated to direct youth work experiences (such as paid and unpaid internships, summer employment, pre-apprenticeships, and job shadowing).
- Comprehensive Service Access: Deliver a program design that provides coordinated access to all 14 WIOA required youth program elements (Attachment B).

Proposal Submission Instructions:
To be considered for funding, proposals must be submitted in a sealed envelope clearly labeled "WIOA Youth RFP Submission" and contain:
- Two (2) complete original hard copies featuring original authorized signatory signatures.
- One (1) complete electronic copy (formatted as a single PDF) on a USB flash drive or submitted via our secure portal.
