Training Opportunities

The main funding source for CSS WF NY is the Federal Workforce Investment Act of 1998 Grant, referred hereinafter as “WIA.”  This grant is targeted at providing training and employment opportunities for adults, youth and dislocated workers.  CSS WF NY is the administrative entity, main funding source, i.e. umbrella of a multi-agency partnership.  Your training may be partially funded with WIA or other funding sources, dependent upon individual or business eligibility determination.  CSS WF NY continuously seeks alternative grant funding sources in order to achieve our mission of:  “Creating a region that is a location of choice by employers due to a highly employable and motivated workforce committed to individual growth and skill development through life-long training and education.”

Metrix Learning Program 

Chemung-Schuyler-Steuben Workforce New York (CSSWFNY) has partnered with Metrix Learning for unemployed and recently we have expanded the service to businesses to improve the skills of incumbent workers.

Brokered Training

The Brokered Training Program provides training for individuals either residing or working in the tri-county area that need specific skills sets to become gainfully employed, career ladder or retain their current position.  Brokered Trainings are targeted to specific training course(s) identified by real-time information received either by a specific industry or statistical data collection for the local area.

Brokered Training is scheduled and delivered by the system with the assistance of CSS WF NY.  Training location, timeframe, and funding arrangements are made in advance through a bartering process to reduce the cost per in exchange for filling quantitative slots.

The Training Provider must agree to manage the necessary supervision and training with the assistance of CSS WF NY WIA Counselor(s) who will provide eligibility screening, counseling, program referrals/recruitment, AOSOS system data entry and collection, employment assistance, and follow-up.
 
Priority of Service Policy is currently in affect for BT training (please refer policy below).
You must meet minimum WIA eligibility to apply:
  • Must be 18 years or older or enrolled in WIA youth program.
  • U.S. citizen or legally eligible to work in U.S.
  • If male, born after 1960 you must be registered w/selective service or acceptable documentation verifying why you are not to do so.
  • Resident of Chemung, Schuyler or Steuben County
  • If you are working full-time, then you are not eligible.  If you work part-time (less than 30/hrs.) and are actively seeking work, then you are eligible to apply.
  • You are not eligible if you are currently enrolled in school, unless you are 599 approved.
  • You must work with a CSS WF NY Career Counselor to complete and orientation, complete the training application (click here), receive and review our Grievance Policies and Procedures (click here) and meet suitability criteria specific to the occupation.

Individual Training Accounts

The Individual Training Accounts (ITA) Program is designed to provide financial assistance to individuals determined to be in need of classroom training or online learning in order to gain skills sets that result in employment opportunities for local demand occupations.

Only trainings leading to specific occupations are being approved for local funding.  These occupations are on the Local Demand Occupation Training List.  For the current list, click here.

On-the-Job Training

New Hire or Employed Worker On-the-Job Training
On-the-Job Training provides businesses residing in the tri-county area the opportunity to offset a portion of the wages and/or costs associated with conducting training for new hires or employed workers that will result in an upgrade to a new position or the opportunity to learn skills sets necessary to retain employment.  The On-the-Job Training Program offers individuals, regardless where they reside, the opportunity to be properly trained for a position that requires specific skills sets in order to be successful.
 
  1. Trainee Application – Trainees must complete a brief (10 min.) OJT application at one of the five career centers BEFORE beginning a new job.
  2. Program Eligibility/Suitability Determination – Not all trainees, but most are determined eligible, dependent upon available funding – the business will be notified of determination.  Employed workers must be changing job duties/responsibilities (title) and be receiving a minimum of $1/hr. increase in wage after the OJT contract training plan is developed.  Individuals who earn over $35/hr. are not eligible per the CSS WF NY self-sufficiency level set forth by the WIB Board of Directors.
  3. Contract Development – CSS WF NY staff is responsible to work with the business to identify the job description/training plan and a contract will be forthcoming.  Each contract is written at the discretion of the CSS staff for a minimum of 200 hrs. to a maximum of 1040 hrs. of training and a maximum reimbursement of $2,000 per contract.
  4. Progress Reports – CSS staff is responsible to ensure both the trainee and employer is satisfied with the progress of the new hire or employed worker upgrade.
  5. WIA Compliance Monitoring – All CSS contracts are monitored to ensure Federal/State/Local compliance.
  6. Close-out and Reimbursement Payments – Payroll is collected and reimbursement is processed.
  7. Program Follow-up/Data Collection – CSS tracks the long-term progress of all training participants and may ask for follow-up data such as retention & wage information.

 

Group Employed Worker Upgrade Training

Group Employed Worker Upgrade "On-the-Job" Training provides businesses residing in the tri-county area the opportunity to offset a portion of the wages and/or costs associated with conducting training for employed workers.  The goal is to give groups of workers the opportunity to learn new skills sets necessary to improve retention and/or workplace culture, efficiency & production quality & quantity.  The Group Employed Worker Upgrade "On-the-Job" Training Program offers individuals, regardless where they reside, the opportunity to be properly trained to be successful on the job.  It also offers businesses an opportunity to conduct in-house training for non-traditional or business-specific skills sets.  An additional advantage is when a business starts a new endeavor whether it is new equipment, new product, etc. they can reduce costs by training in groups.
  1. Pre-Award Agreement between CSS WF NY & Business - CSS Business Services staff is able to meet with the business and discuss their on-site, internal training needs and estimate the costs of the training and develop a training plan.
  2. Trainee Application - Please proceed utilizing the steps above under "On-the-Job Training" for a complete listing of all of the steps to complete a Group Employed Worker Upgrade Training Grant.

 

Customized Training

Customized Training provides businesses residing in the tri-county area the opportunity to offset a portion of the cost of training for employees.  The goal of the training is to introduce new technology, retrain to increase retention, assist workers with changing technology, introduce new skills sets, or promote career laddering opportunities to existing workers.  This training may be conducted on or off-site.
  1. Customized Training Program Request – CSS has a template that businesses can utilize to submit a brief description of their training plans, project goals & expenses.  This application is presented to the Selection Committee on the 3rd Tuesday of each month.  Applications must be presented in advance of the start of training.  Currently, in-kind wages are not being considered as part of the reimbursable training expenses.
  2. Trainee Application – All trainees must complete a brief (10 min.) CT application BEFORE training begins.
  3. Program Eligibility/Suitability Determination - Not all trainees, but most are determined eligible, dependent upon available funding – the business will be notified of the determination.  Individuals who earn over $35/hr. are not eligible per the CSS WF NY self-sufficiency level set forth by the WIB Board of Directors.
  4. Final Approval Process – Once the request is approved, the business will be notified.
  5. Contract Development - CSS WF NY staff is responsible to work with the business to ensure that the training plans follow the original request and any changes are written in the contract.  Reimbursement is determined by the selection committee, but as a general rule up to 50% of the cost of training, up to a maximum of $1,000 cost per eligible trainee.
  6. Progress Reports - CSS staff is responsible to ensure both the trainee and employer is satisfied with the progress of the program.  Reports are mandatory for training that lasts longer than 3 months.
  7. WIA Compliance Monitoring - All CSS contracts are monitored to ensure Federal/State/Local compliance.
  8. Close-out and Reimbursement Payments – Training invoices and copies of the payment(s) made for the training, trainee sign-in sheets, and certifications (if applicable) are collected and reimbursement is processed.
  9. Program Follow-up/Data Collection - CSS tracks the long-term progress of all training participants and may ask for follow-up data such as retention & wage information.
